It is my understanding, & I believe that this is also India's stand, that the Indus Waters Treaty (IWT) allows for the two contracting parties to mutually constitute a "Court Of Arbitration," (COA) that no such COA has ever been agreed to, & established, that the Permanent Court Of Arbitration (PCA) is not a party to the IWT, nor is it any kind of "default" COA, that NaPakistan has unilaterally dragged in the PCA, & that the PCA has illegally & fraudulently interjected itself into the matter, arrogating to its self-constituted "COA" jurisdiction under the IWT that it does not possess! For this reason, India has sedulously ignored the PCA's "COA," & refrained from participating in it.
The IMPLICATIONS are that India must repudiate the PCA as a rogue entity, declare that the PCA's "COA" is an illegal, criminal, enterprise, & a Terrorist Entity, & sanction it & its 5 members, & seek to bring them to trial under its own courts.
